I give up, what the hell is this thing?

Passed by the CVS on Prytania and saw this at the checkout line next to an array of Hornets themed lawn chairs, coolers and monkeys. Because nothing screams "Saints Football" like chillin' on your lawn with a cooler of beer, a dancing frog and a monkey.
