Eddie Sapir to qualify for Council-at-large race by 5 pm

Adding new drama to the concept of 11th-hour qualifying, former New Orleans City Councilman Eddie Sapir will be filing papers to qualify for one of the two council-at-large seats in the upcoming election.
The mix of candidates already includes current council members Arnie Fielkow, Cynthia Willard-Lewis and Jackie Clarkson, as well as aspirants Nolan Marshall and William "Poppa" Gant.
