Council to vote on ordinance creating second line vendor permit fee

A proposal on the agenda for Thursday’s meeting of the New Orleans City Council would create a new permit and fee for vendors at second-line parades, making them responsible for litter around them and stopping them from selling alcohol at the events.

Other items on tomorrow's agenda:

—Another pass at extending a seven-day-per week curfew for minors citywide, as Council passed for the French Quarter early this year.

—A resolution, not an ordinance, "requiring" nursing home proprietors to have on-site back-up generators. Judging by the wording, enforcement seems to hinge on tax credit eligibility for those properties that choose not to comply.

—A vote on a $200 million bond issuance that would, in part, terminate a complex 12-year old bond deal that went horribly awry.
