The Best and the Worst of the Week

The National Football League
is giving the area adjacent to the Superdome a pre-Super Bowl kick-start by renovating some houses belonging to low-income seniors. NFL Commissioner Paul Tagliabue and past and present NFL players, including some Hall of Famers, will be on hand for the "Kickoff to Rebuild" effort, joining local groups and the national organization Rebuilding Together.

Tulane University students
are distributing more than 300 trash cans in the streets surrounding their school in an effort to keep the neighborhood litter-free. Tulane Undergraduate Student Government president Ashley Schneider says that part of the litter problem "can be attributed to the actions of a very small minority of Tulane students. We want our neighbors to know that we are serious in addressing this issue."

Louisiana
obtained its lowest score ever and ranked last in the nation in quality of residents' health in the 2001 survey released by the United Health Foundation. The national nonprofit found that Louisiana was 21.4 percent below the national average for residential health, based on criteria such as number of uninsured and unemployed citizens, support for public health care, cases of cancer and infectious diseases, and risk for heart disease.

Archbishop Shaw High School football and basketball programs
made improper financial aid payments to certain athletes, according to an investigation by the Louisiana High School Athletics Association. The probe was requested by school principal Mike Begg. The two athletic programs must return their state and district titles, forfeit three seasons' worth of games and pay $2,500 in fines. Football coach Hank Tierney was also put on a one-year probation.
