Tenth annual festival mixing music, drama, art, crafts and food, featuring African-American vendors, artists and live gospel, jazz and contemporary bands including George French, Pinettes Brass Band, Sharon Martin and Urban Funk Factory. ST. PATRICK'S DAY MASS AND PARADE. St. Mary's Assumption Church, Constance and Josephine Sts., 522-5444/821-3174. Mass, followed by parade starting at 12:30 p.m. from the corner of Felicity and Magazine Streets. A benefit block party for St. Michael's Special School also takes place at 10 a.m. Monday at the Annunciation Square Playground (1500 block of Chippewa Street). Free admission. 11:30 a.m.

LOUISIANA BLACK HERITAGE FESTIVAL. Armstrong Park, 827-0112. Eighteenth annual festival with three music stages, children's activities, food and craft vendors, the "Who Am I?" Black History Walking Tour and more. Music headliners are Bamboula 2000 (Saturday) and Cyril Neville and the Uptown All-Stars (Sunday). Other acts include Bleu Orleans, Phillip Manuel and James Andrews, and full gospel lineup both days. Admission $5 adults, $2 children 6-12, free 5-under. Noon Saturday and Sunday.
