I was a bit surprised to see the boulders myself and for awhile was wondering how a city in as bad a shape as this one is financially, afforded to pay to have these not native boulders sent to this city KNOWN for not knowing where North is? Interesting enough I called the 311 (information) number and was told Dept of Public Works put them up. I am STILL waiting to hear back from them but apparently they don't know what they are talking about. SURPRISE!!!
