The police have always had an "Us vs. Them" attitude; Katrina just magnified this. Civilians see corruption, bigotry, abuse, etc. among the rank and file of the NOPD. And an administration that does little more than pay lip service to any complaints. So we distrust and fear the police.
NOPD needs not just a new chief-it needs a radical makeover. The institutionalized attitude that anyone who doesn't wear a badge is the enemy needs to go. Corruption of any kind needs to be punished with the most severe penalties possible. Abuses need to no longer be tolerated. And officers who can't get with the new program can find jobs someplace else. That also goes for everyone from the janitors to the Chief himself.
We have a new Mayor, and his first job is to clean up the NOPD. Nothing else will matter until people trust the police again.
