So is this an example of governmental neglect as described by Margaret Aymer in her Horizons Bible Study 2011-2012? It doesn't sound that way to me. It sounds like nature's timeline was shorter than the community's timeline, and a project that was well on its way to completion was unable to be completed before another hurricane hit. I don't see blame here. I see an act of nature occurring before people can complete a needed project. But they were working on it. Governmental neglect?
