Speaking from a New Yorker's prospective, (who loves NOLA) this ban hit us hard. We had just begun to bounce back from 911 when Mayor Dumberg imposed this law,which coincided with the transformation of Times Square - into Disneyland. There were many financial supporters and thus, the law went into action.
Besides bartenders losing their jobs, our sidewalks were soon layered with cigarette buts, and since everything on our streets eventually ends up on our beaches, the shores became filled with butts. Dumb ass Dumberg then imposed no smoking on the beaches. (Really?)
Many of us will never understand why a Smoking License wasn't imposed, similar to an Alcohol License. Good for the city; good for places that are ok with smoking. What we've concluded is the places that WOULD have bought a smoking license would have got all the business, leaving those businesses (and the employees) without smoking privileges to endure the financial blow of losing their clientele.
If this proposition is even on the table, you can be assured the Law will soon be instated. We were blindsided, and over a decade later, we've adjusted, because that's human nature. NOLA can definitely expect to say goodbye to a few establishments that refuse to build smoking porches or make some kind of accommodations for smokers. Heads up, guys.
