There's a 10 year prescriptive period on zoning issues, and live music permits are essentially "shall issue" if all the legal requirements are met. I understand that Circle Bar has closed down a couple of times or more, which may interrupt prescription and may have scuttled its conditional use permit, but you'd probably know more about that than I. I do know, however, that you can't take the city's position at face value.
