If that were the case, he should've voted for ARRA (stimulus) and the ACA (Obamacare), legislation that would've disproportionately helped his constituents AND which was wildly popular among them.<br>
<br>
The list of things wrong with Washington is too extensive to list here, but one of the most glaring is representatives voting against the interest of their own constituents, something Mr. Cao seemed to have no trouble doing.

      <![CDATA[last time i checked, James, Congressmen served their districts, not Washington. He did a lot for the district after the oil spill and worked tirelessly to secure federal money for the coast.
