Council Time Change 

  Can't make a New Orleans City Council meeting because you have to work in the mornings? Now you can — maybe. Beginning Aug. 26, the council will hold every fourth meeting at 3 p.m. in an effort to draw in those who can't make the regular 10 a.m. meetings, says council President Arnie Fielkow.

  In a statement, Fielkow wrote, "This pilot program will hopefully afford more citizens who might not have had the chance before the opportunity to engage and participate in the city's legislative process."
