The Best and the Worst of the Week 

The krewes of Zeus and Alla
are celebrating milestone anniversaries this year and marked the occasions with early — and extra — Carnival parades over the weekend. Alla is marking its 75th anniversary, and Zeus its 50th. The veteran Jefferson Parish krewes will also roll on their traditional Carnival dates, but smaller processions on Saturday — which also was Twelfth Night, the official start of Mardi Gras season — were a bonus to the krewes as well as to Carnival lovers.

Mark Monninger,
owner of a furniture store in Rancho Cucamonga, Calif., recently donated some 800 athletic uniforms and various sports equipment to the New Orleans Recreation Department in an effort to help NORD and the city recover from Hurricane Katrina. Monninger, 43, has no personal ties to New Orleans, but the former youth sports coach sought donations of uniforms and equipment from athletic programs in his area and shipped them to NORD.

Road Home administrators
are dragging their feet in developing and implementing a program to help owners of small residential rental properties damaged by Hurricane Katrina. While the Road Home program for homeowners moves at a glacial pace, a program for landlords offering one to four rental units hasn't paid anyone — and won't for at least the next few months. The Road Home rental program will be administered by the same private manager — ICF International — that runs the slow-moving homeowner program.

FEMA
has once again given Louisiana the short end of the stick. The agency's Alternative Housing Pilot Program, which could give displaced homeowners "Katrina Cottages" in lieu of the dreaded FEMA trailers, is weighted heavily in favor of Mississippi — which saw far less hurricane damage to homes than did Louisiana. Gov. Kathleen Blanco last week cited official documents in alleging that the program's $388 million was distributed according to Republican loyalty, not storm damage.
