D-New Orleans, played a childish game near the end of the annual legislative session by single-handedly preventing his colleagues from voting on House Bill 2, the state's construction budget, which he authors as chair of the House Ways and Means Committee. Abramson said the bill returned from the Senate had unspecified "technical" problems. It was the first time in at least four decades that lawmakers failed to pass a construction bill.
