ReqToCheckStat is, first, the most elaborately named of all the city's new "Stat" programs. Secondly, it's the only one with a rhyming name. And thirdly it's a rhyme that uses the letter "q" to rhyme with the letters "ck," which is unusual.

Getting past that baroque, mysterious and oddly alluring name, it's also the following (according to the city's Office of Performance and Accountability web page, where the words "open," "public" and "transparency" each appear three times).

In order to improve the performance, accountability, and transparency of the City’s contracting system, Mayor Landrieu asked the Office of Performance and Accountability to design a performance management program for the entire process of contracting out services—from the requisition of budgeted funds to the issuance of check for services rendered. The result is ReqtoCheckStat, a performance management system where key City officials review data to assess how the City is meetings its goals and to hold departments accountable for their results.

I find this type of thing interesting, so I attended to one of these open, public and transparent meetings, which as it happens, was today. I found that out because I am a scooping reporter, not because it was listed on's public notices page, which it wasn't.

It was listed on the OPA page, 2 p.m. in the Homeland Security conference room on the 9th floor of City Hall.

As it turned out, and as I found out when I walked into City Hall at 2 p.m., the meeting was at 1 p.m. in the HS conference room on the 8th floor. Thank God they posted up signs indicating the change — inside City Hall, past security, near the elevators, where members of the public could view them at their convenience.
