If you haven't yet ventured into the Prospect.1 world of international art installations in the Bywater and Lower Ninth Ward, here's your best bet for a guided tour — and probably the safest. International art cops Matt Vis and Tony Campbell have deputized themselves as susPect.1 and conduct personal tours (in a squard car) of P.1 sites in the St. Claude Avenue corridor and Lower Ninth Ward. Up to three people can reserve a guided tour and stops at Henry's Donuts are to be expected. Tours depart the French Market at noon, 2 p.m. and 4 p.m. Saturday and Sundays through the end of P.1 (Jan. 18). Reservations required by art law (236-9043;
