I agree with the comments about putting more emphasis on the quality of the float designs and the overall presentation of the spectacle of a Carnival parade. Here are my suggestions:
Require higher quality throw that are more sustainable, more practical and more thematic or krewe-specific. Examples are glass beads, bracelets, hats, pencils, mini-bulletins/posters, reusable shopping bags.
Go back to neighborhood parades for some of the smaller krewes that rent their floats. Only allow non-rental floats downtown.
Get something better than the huge tractors to pull the floats. I remember the smaller box-like tractors with the papier-mache horses in Rex. The tractor now used to pull the King’s float is almost bigger than the float itself.
Bring back the torch bearers (as Orpheus has done) for the night parades.
Print bulletins in the Picayune or at least the narrative of the parade as read at Gallier Hall.
Set up post-parade float displays in Convention Center so we could better appreciate the artistry of each one.
Reduce number of distracting police cars and support vehicles in the parades between floats.
