The fact is that when Benjamin Franklin lived in the United States - during his lifetime, he would have lived in what was the vicinity of the Isle of Orleans in Mobile Bay, Alabama. Careful historians will note that the New Orleans on the Mississippi did not just get Mardi Gras from Mobile, the entire corporation of New Orleans moved West.

Recall that in 1831, Cherokee Nation v. Georgia was not heard by the United States Supreme Court, who lacked jurisdiction to hear the case, applying the Doctrine of Sovereign Immunity.

In 1832, Samuel Worchester v Georgia was determined in favor of the Cherokee Nation on the basis of the Interstate Commerce Clause, Article I, Section 8, Clause 3 and the Supremacy Clause under Article VI of the United States were tested.

Samuel Worchester was given a grant of land under Article 19, of the Choctaw Treaty of Dancing Rabbit Creek, September 27th, 1830 (4 Stat. 333 some report 7 Stat. 333).

In 1790, 1793, and 1802 the Congress of the United States passed the various Non-Intercourse Acts and they held that even States had no rights to land in the various States unless so authorized by the United States Federal Government.

So New Orleans along with the rest of Georgia and the other what are now States had to remove from what was Natchez in the Washington Parish/District/County then in Alabama.

The State of Carolina called upon Nullification.

In 1834, the United States started negotiating with Foreign Powers for its Eastern Border, which we know today as the Eastern Coast on the Atlantic. Meanwhile, the United States marched on the Western Side of the Mississippi...

The United States was effectively homeless and without land in which to exercise its own Sovereignty.
